Recruitment for the Public Sector

MAIN RESPONSIBILITIES:

 

  • To lead the ICT Design Management Office, which may consist of a mix of internal and external resources, with responsibility for the end-to-end scheduling, resourcing, management and design of multiple technical work packages including the management of direct reports and processes.

 

  • To ensure that ICT and overall organisational business objectives/outcomes are maximised, risks are managed and that technical design issues/problems are resolved in a timely and cost-effective manner.

 

  • To develop and maintain the required Specification and Design standards utilised within the Design Management Office.

 

  • To own and manage the development of detailed work packages at portfolio, programme and project plan level, ensuring delivery against agreed priorities and ensuring that all work packages receive appropriate levels of governance ensuring they meet overall business need.

 

  • To maintain a demand, capacity and resource plan for all required capabilities and competencies to assure the timely availability of appropriately skilled staff to complete the development and design of approved work packages. Acts as escalation manager for any delivery issues monitoring effectively all work underway with Partners, Suppliers and Specialists.

 

  • To manage vendors, suppliers and contracts, and their dependencies, to ensure detailed designs are delivered to time, schedule, quality, cost, process, performance and scope.

 

  • To ensure that the work packages are developed in line with Organisational service standards with input and appropriate sign off by the Head of Service and Service Architect.

 

  • To ensure that work packages are “designed for change” and “designed for support” in order to help minimise the Total Cost of Ownership (TCO) and maximise the Return On Investment (ROI) to the organisation of the new/enhanced capability being introduced.

 

  • To work closely with the PMO and Transformation Team, to agree/document technical work packages and statements of work for ICT solutions delivery, managing relationships with multiple business stakeholders.

 

  • To ensure an environment of continuous improvement and innovation exists in respect of ICT Solutions Delivery, and that emerging best practice and initiatives developed are fully evaluated and implemented where business benefit will be delivered.

 

  • To provide people leadership to team members to maximise performance through effective people management strategies including talent management, staff development, coaching, mentoring and succession planning.

 

  • To undertake other duties commensurate with the nature, level of responsibility and grading of this post. Also taking individual responsibility for fully understanding, and acting upon, situations that require the pursuit of purpose over process.

Special Conditions: Regular travel throughout the Warwickshire and West Mercia Policing Areas

PERSON SPECIFICATION:

Knowledge:
 

(Essential)

  • To be educated to level 5 or equivalent in an ICT related discipline.

  • Programme and Project management certification or substantial experience (e.g. Prince2, MSP).

  • Professional level 5 management qualification, or equivalent, with proven team and supplier management knowledge

  • Strong technical background and exposure to a wide range of technology platforms and solutions, ideally having worked in supplier relevant roles

  • Knowledge and understanding of Industry Best Practice and relevant Guidelines.

 

Experience:

 

  • Significant experience in project, programme and portfolio management – especially in scope, performance, cost control, delivery, scheduling, resourcing, risk management and demand management.

  • Significant experience of financial control, reporting and monitoring – relating to in-scope portfolio, programme and/or project(s) delivery e.g. “project finance books”

  • Proven experience in the delivery of highly technical solutions into complex IT environments using suppliers, partners and specialists.

  • Proven experience of contract design and management – to ensure that such contracts are outcome driven and encourage co-operation and not confrontation.

  • Demonstrable project management experience including the procurement and management of multi skilled project teams, contractors and suppliers.

  • Experience of working in previous technical roles with development into solutions delivery management.

  • Demonstrate experience of leading and managing technical teams, consisting of internal, contract and supplier staff in a large complex multi-faceted organisation.

  • Proven domain knowledge in terms of the successful delivery and/or transition of internal service(s) to managed service providers and/or outsourcing environments

  • Demonstrate a track record of developing strong working relationships with a wide number of stakeholders.

  • Strong stakeholder management, leadership and relationship building skills – especially in dealing with external suppliers and partner organisations.

  • Able to express complex ideas in an effective manner for the target audience using an appropriate and relevant method of communication.

  • Capable of formulating statements of work for delivering ICT work packages contributing to business change projects/programmes, with the responsibility for planning, organising, staffing, leading and controlling work stream activities.

  • The ability to be professional and influential on key issues at Local, Regional and National Levels.

  • Demonstrate a high level of oral and written communication skills.

  • Expert use of IT in particular the Microsoft Project software.
