Recruitment for the Public Sector

MAIN RESPONSIBILITIES:

  1. To have overall responsibility for the development, delivery and management of the Transition Management Office

  2. To be responsible for ensuring that the delivery of business critical applications are prioritised, over cost related activity.

  3. To have overall responsibility for ensuring all Transformation Programmes develop appropriate transition management plans in collaboration with the operating business unit(s), delivery managers and internal and external stakeholders to address the identified impacts for all programmes, projects and change initiatives with transition management requirements..

  4. To work with Communication Officers and leads for complex transition programmes to identify stakeholders and define the management approach to ensure on-going stakeholder engagement and buy-in to projects and change initiatives.

  5. To have overall responsibility for preparing the training needs analysis and developing the training approach to meet the stated needs of the transition management office.

  6. To coach and mentor Transition Support Managers, assuring the readiness of the business for change and identify associated risks and issues.

  7. To serve as an expert consultant for business transformation and change management methodologies and tools across the organisation.

  8. To ensure all key post holders defined in the transition strategy and plan are aware of their accountabilities in the change lifecycle

  9. To be responsible for the development of the transition management practices and capability within Digital Services.

  10. To work with the Programme Managers to ensure appropriate training is provided to all necessary to operate in the new environment.

  11. To provide assurance, coaching and mentoring to build a competent workforce capable of good practice change delivery

  12. To support the development of Digital Services.  

  13. To provide detail Service Transition performance review with senior internal and external stakeholders/management.

  14. To proactively & effectively manage transition risks and issues.

  15. To participate in the on-going development and refinement of Service Transition Management processes and capabilities within the Project, Business Development and Service Operations teams including Development of Service Transition collateral.

  16. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

PERSON SPECIFICATION:

Knowledge:

  • ITIL foundation certificate in IT Service Management or an equivalent CT (Level 5) professional qualification, Level 5 management qualification or equivalent

  • Significant working knowledge of relevant ICT technologies, their use and application

  • Excellent all-round ICT knowledge, including proficiency in the use of e.g. Microsoft packages and service management tools

  • Excellent understanding of an ICT service delivery environment and its priorities

  • Good understanding of project delivery methodologies, tools and practices (EG PRINCE)

 

 

Experience:

  • Significant experience of leading teams and managing staff in a large complex multi-faceted organisation to deliver agreed objectives within challenging timescales

  • Significant demonstrable experience of implementing transition management within a complex ITIL based environment.

  • Demonstrable experience of supporting  high priority and/or complex technical projects through the transition process and into support

  • Demonstrable experience in supporting organisations through the full lifecycle of transformational change initiatives.
